This is a request for City Council to authorize the City Manager to enter into a Linking Agreement with Axon Enterprise, Inc. (formerly Taser International, Inc.) and approve an expenditure in the amount of $152,905.92 for the purchase of additional equipment and maintenance necessary for the Glendale Police Department police video capture system. This cooperative purchase is available through an agreement between the City of Tucson, Arizona and Taser International, Inc. (Contract No. 151089) and is effective through January 31, 2019.

Background

In February 2016, the City entered into a Master Services and Purchasing Agreement with Taser International, Inc. for the implementation of a police video capture system for the Glendale Police Department including body-worn cameras and in-vehicle recorders, video storage and a digital media management system. At the time of the initial contract, the Police Department believed that the data coming from the camera systems could upload via WiFi utilizing the current cellular based tablet air-card and data plan at the end of a patrol officer's shift. After further review, it has been determined that the practice of uploading data from all officers' body-worn cameras and in-vehicle recorders via WiFi after every shift will place a substantial burden on the City's network.
