This is a request for City Council to authorize the City Manager to enter into a Linking Agreement with Axon Enterprise, Inc. (formerly Taser International, Inc.) and approve an expenditure in the amount of $152,905.92 for the purchase of additional equipment and maintenance necessary for the Glendale Police Department police video capture system.  This cooperative purchase is available through an agreement between the City of Tucson, Arizona and Taser International, Inc. (Contract No. 151089) and is effective through January 31, 2019.

Background

 

In February 2016, the City entered into a Master Services and Purchasing Agreement with Taser International, Inc. for the implementation of a police video capture system for the Glendale Police Department including body-worn cameras and in-vehicle recorders, video storage and a digital media management system.  At the time of the initial contract, the Police Department believed that the data coming from the camera systems could upload via WiFi utilizing the current cellular based tablet air-card and data plan at the end of a patrol officer’s shift.  After further review, it has been determined that the practice of uploading data from all officers’ body-worn cameras and in-vehicle recorders via WiFi after every shift will place a substantial burden on the City’s network. 

 

The Police Department realized the need for an alternative to uploading the police video capture data.  Several options were explored to include the Cradlepoint system.  Cradlepoint is essentially a ruggedized WiFi router for the patrol vehicle.  Cradlepoint would replace the need for an air-card data plan per officer tablet, and instead would be linked to every patrol vehicle.  After conducting a comprehensive field test and receiving feedback from the City of Glendale IT Department, the Cradlepoint option has been determined to be the best solution.

Analysis

 

The Cradlepoint WiFi router allows the body-worn cameras and in-car recorders to upload video throughout the course of a patrol shift via a single 4G LTE connection.  It is expected that by uploading video throughout the course of shift, the impact to the City’s network will be substantially reduced.  The Cradlepoint WiFi router will also offer all Police Department tablets within range of a patrol vehicle a secure connection to the City’s network.  The secured connection can be used by patrol officers in the field as they utilize their tablets to complete reports outside of the vehicle.  Additionally, when patrol vehicles are in range of a city building, the Cradlepoint WiFi router will attach to the City’s WiFi, offering better connectivity and faster speeds. 

 

The proposed purchase includes 150 Cradlepoint Routers, 150 Cellular WiFi GPS Antennas, and Enterprise Cloud Manager and CradleCare for five years.  Though the purchase does include 4 days of “train installer or installation facility,” only about 40 of the 150 patrol vehicles will be outfitted with the Cradlepoint system during the installation training.  There will be additional installation costs for the remaining vehicles.  The Police Department is currently identifying an appropriate vendor and a funding source for the installation costs.  Should the installation costs exceed the $50,000 limit, a request for expenditure authority will be brought forward for Council approval.

 

Cooperative purchasing availability exists for the Cradlepoint system through an agreement between the City of Tucson, Arizona and Taser International, Inc. (Contract No. 151089) and is effective through January 31, 2019.  Cooperative purchasing allows counties, municipalities, schools, colleges and universities in Arizona to use a contract that was competitively procured by another governmental entity or purchasing cooperative.  Such purchasing helps reduce the cost of procurement, allows access to a multitude of competitively bid contracts, and provides the opportunity to take advantage of volume pricing.  The Glendale City Code authorizes cooperative purchases when the solicitation process utilized complies with the intent of Glendale's procurement processes.  This cooperative purchase is compliant with Chapter 2, Article V, Division 2, Section 2-149 of the Glendale City Code. 

 

If Council approves the recommended action, utilizing the cooperative purchasing contract will ensure the best pricing for the purchase.  Staff is recommending Council authorize the City Manager to enter into a Linking Agreement with Axon Enterprise, Inc. (formerly Taser International, Inc.) and approve the expenditure in the amount of $152,905.92 for additional equipment and maintenance necessary for the Glendale Police Department police video capture system. 

Previous Related Council Action

 

On February 23, 2016 Council authorized the City Manager to enter into a Master Services and Purchasing Agreement with Taser International, Inc. and approved the expenditure of approximately $3,299,300.44 over a 5-year period for the implementation and ongoing expenses of the police video capture system including body-worn cameras and in-vehicle recorders, video storage, and a digital media management system.

 

Budget and Financial Impacts

 

The total cost for the additional equipment and maintenance necessary for the Glendale Police Department police video capture system is estimated at $152,905.92 including tax.  The account number listed will not support this expenditure of funds.  A budget transfer from salary savings will be requested in the fourth quarter of Fiscal Year 2017-18.
