Purpose and Recommended Action
Recommendation

This is a request for City Council to waive reading beyond the title and adopt a resolution authorizing the City Manager to enter into an Amendment to an Intergovernmental Agreement (IGA) with the Regional Public Transportation Authority (RPTA), Contract No. C-8523, for the continued operation of fixed-route and express bus service in the City of Glendale; the reimbursement of transit services for Americans with Disabilities Act (ADA) eligible riders in an amount not to exceed $1,070,005; and for the operation of Regional Dial-A-Ride (RDAR) services, for an estimated amount of $529,982, of which Glendale will contribute $213,000. This Amendment will be effective July 1, 2017 through June 30, 2018.

Background

RPTA operates express bus service and partially funds fixed-route bus service throughout the urban area through contracts with local municipalities. Prior to the start of the Fiscal Year, RPTA will estimate the gross cost of the service provided minus the fare revenues, based on the estimated number of miles driven within Glendale. For Fiscal Year 2017-18, RPTA is estimating a gross cost of $4,708,762 with estimated fare revenues of $1,177,297 and a federally reimbursable preventative maintenance credit of $22,842. RPTA will fund the resulting net cost of $3,508,623 with Public Transportation Funds (PTF), generated through the Regional Transportation Sales Tax (Prop 400).

This Amendment to the IGA also provides reimbursement to the City of Glendale for Fiscal Year 2017-18 ADA transit costs up to $1,070,005 with PTF funds. This is a...
