Purpose and Recommended Action

Recommendation

 

This is a request for City Council to authorize the City Manager to enter into Amendment No. 1 to the Agreement for landscape services in the City of Glendale south of Olive Avenue, with Basin Tree Service & Pest Control, Inc., doing business as (dba) United Right-of-Way (URW), Contract No. 10963 for an increase of $306,000 to a not to exceed amount of $680,400 annually for landscape services north of Olive Avenue, and to authorize the City Manager to renew the Agreement, at the City Manager’s discretion, for an additional three, one-year renewals to a total amount not to exceed $3,518,111 over the full term of the Agreement. The initial two-year term of the Agreement is effective through June 28, 2018..body

Background

 

The City of Glendale is responsible for the maintenance of many developed and undeveloped right of way (ROW) sections in the city. These responsibilities include upkeep of the decomposed granite, shrubs, groundcover, trees, irrigation line repair and water supply, herbicide, insecticide, weed control, and litter.

 

A Request for Proposals (RFP) 16-37 for Landscape Maintenance Services was advertised on March 3, 2016.  The RFP included two separate and distinct areas: north of Olive Avenue and South of Olive Avenue.   Six proposals were received.

The most responsive and responsible proposal for services north of Olive Avenue was received by The Groundskeeper. On June 28, 2016, the city entered into an Agreement with Groundskeeper’s, Contract No. C-10962, on June 28, 2016.   This contract was mutually terminated effective March 31, 2017.   

The most responsive and responsible proposal for services south of Olive Avenue was received by URW. On June 28, 2016, the city entered into an Agreement with URW, Contract No. C-10963, on June 28, 2016.  

 Analysis

 

URW provided the next most responsible and responsive proposal for services north of Olive Avenue for RFP 16-37, is already providing services for south of Olive Avenue, and has provided a proposal to add services north of Olive Avenue per the terms of RFP 16-37.

 

Amendment No. 1 will add landscape maintenance services by URW for 4,928,251 square feet of public ROW areas (3,565,921 square feet of developed and 1,362,330 square feet of undeveloped areas) from Olive Avenue on the south to Pinnacle Peak Road on the north, and within city limits to the east and west.  

 

Previous Related Council Action

 

On June 28, 2016, Council awarded a bid, authorized entering into an agreement for landscape right-of-way maintenance with Groundskeeper, Inc. Contract No. C-10962 in the amount of $1,306,848, for the city north of Olive Avenue.

 

On June 28, 2016, Council awarded a bid, authorized entering into an agreement for landscape right-of-way maintenance with Basin Tree Service & Pest Control, Inc. dba United Right-of-way (URW) Contract No. C-10963 in the amount of $1,988,111, for the city south of Olive Avenue.

 

Community Benefit/Public Involvement

 

Well maintained public right of way aide in creating civic and community pride. If the efforts to maintain the appearance of the landscaping are diminished, the high standards that Glendale citizens have come to expect will be diminished, which could result in sight visibility issues, uncontrolled weed growth and urban blight. Completing regularly scheduled landscape maintenance to the city’s roadways and city owned property maintains a positive public image to residents, businesses, and visitors.

Budget and Financial Impacts

 

Funding is available in the Fiscal Year 2016-17 Public Works Operating budget.   The increase in expenditures with URW are not to exceed $306,000 per year for the first two years, and not to exceed $1,530,000 over the full term of the contract; contingent upon Council Budget approval.
