AUTHORIZATION TO ENTER INTO FISCAL YEAR 2017-18 PERFORMING ARTS PARTNERSHIP PROGRAM

Purpose and Recommended Action

Recommendation

 

This is a request for City Council to approve the expenditures from the Municipal Arts Fund recommended by the Glendale Arts Commission for the Fiscal Year (FY) 2017-18 Performing Arts Partnership Program.

 

Background

 

In 1996, Council established the Performing Arts Partnership Program.  Under this program, funds from the municipal arts fund are used to fund and administer the city’s public art and performing arts program.  Expenditures for the Annual Performing Arts Partnership Program are recommended by the Glendale Arts Commission through its annual Arts Projects Plan and are subject to approval by City Council through the annual budget review process. 

 

Since the program started in 1996, the Council has approved approximately $710,800 to sponsor 229 performing arts projects that have benefited thousands of Glendale school children and residents.

 

Beginning in January 2017, proposals for performing arts projects to be held in Glendale were solicited from non-profit arts organizations, performing artists, schools and government agencies. After a three-month, open, competitive application and review process by the Glendale Arts Commission, the city received 11 qualifying proposals.  The Arts Commission reviewed the applications and met on May 1, 2017, to evaluate, score and vote on which proposals to forward to the Council for formal consideration. 

 

Analysis

 

Of the 11 applications submitted for funding support of projects in FY 2017-18, all 11 are being recommended by the Arts Commission for full funding:

 

                     $4,000 - ABT Performing Arts Association, Inc. will perform four Theatres for Young Audiences plays based on children’s books including A Charlie Brown Christmas, Charlotte’s Web and Jack and the Beanstalk. Three performances will occur at the Main Library and one at the Foothills Branch Library. Tickets to the company’s other productions will be offered in drawings.

 

                     $3,256 - Ballet Arizona will conduct the Class Act Program with 4th and 5th graders at Don Mensendick Elementary School.  The program will bring three Ballet Arizona professional dancers to teach children the basic elements of dance over three, one-hour after-school sessions and guide them in the creation of three choreographed dances, which will be presented at the school’s annual talent show.

 

                     $4,000 - Center Dance Ensemble (CDE) will present the 2017-18 School Tour.  There will be nine performances at five Glendale Elementary School District schools.  CDE will conduct performances of their touring show currently in development, Science is Art, for Grades K to 6 and bring back From Ballet to Beyonce and Poetry’n Motion to two of the five schools.

 

                     $4,000 - Childsplay will present four performances for after-school and weekend audiences. They will perform Tomás and the Library Lady and Maddi’s Fridge, one performance of each play at the Main Library and Foothills Branch Library.

 

                     $4,000 - Driftwood Quintet will conduct “A Driftwood Christmas featuring Ellington’s Nutcracker Suite” in December at the Glendale Adult Center.  Two musical sets will feature special arrangements for a reed quintet by members of the group and a guest artist.

 

                     $3,950 - Kawambe-Omowale African Drum and Dance Theatre will conduct four drumming/dance workshops and jewelry making classes for youth during Summer 2017. The project will culminate into a musical performance for parents and the community at the Roots location in the O’Neil Recreational Center.

 

                     $4,000 - Mill Ave Chamber Players will present Live at the Library, a series of six musical performances to be held at the Glendale Main Library Auditorium on the fourth Thursday evening of the month, from September 2017 to April 2018.

 

                     $4,000  - Phoenix Conservatory of Music will partner with schools in the Glendale Elementary School District No. 40, which serve Title One populations to facilitate the program, After School Music, Enrichment and Learning.  A professional teaching artist and guest artists will provide 50 hours of high quality music education experiences at no cost to the Glendale students, plus six hours of preparation and performance guidance.  Students will then perform for their families and the larger Glendale community with a free public performance at the Murphy Park Amphitheater.

 

                     $4,000 - The Phoenix Symphony will perform two concerts with interactive lessons and dialogue for grades 4-8 at the Don Mensendick School (a Title One school).

 

                     $4,000 - ProMusica Arizona’s Women in Song, 16 singers and an accompanist, will conduct community concerts at various Glendale senior living facilities and at the Glendale Adult Center.  The ensemble’s repertoire will include secular and Broadway music to jazz and sacred music.

 

                     $4,000 - West Valley Arts Council will collaborate with the Phoenix Theatre to present an art therapy program in the pediatric wing at Banner Thunderbird Hospital over a 12-week period. The program is entitled Partners That Heal and uses creative drama techniques, improvisation and structured play.

 

The educational workshops and the public events will occur between July 1, 2017 and June 30, 2018, and are projected to benefit approximately 9,210 residents.  In order to ensure the various events are promoted, additional public notification will take place on the city’s website and via press release. Additionally, the funding recipients will promote events through their marketing efforts.

 

Previous Related Council Action

 

On June 14, 2016, Council approved the FY 2016-2017 Performing Arts Partnership Program grants.

 

Community Benefit/Public Involvement

 

Since the program started, the City of Glendale has helped sponsor a variety of performing arts activities, which have benefited thousands of Glendale school children and residents.  Examples would include ballet and theater performances at Glendale’s public venues; artist-in-residency programs at public schools throughout Glendale; performance-based educational projects at Glendale community centers; programs for abused and/or homeless children; and a variety of workshops and performances conducted at the public libraries.  The Arts Commission reviewed and recommended these 11 grants at its May 1, 2017 special meeting.

 

Budget and Financial Impacts

 

The recommended FY 2017-18 Performing Arts Grants are funded with a portion of the 1% for the arts fund and as such, do not impact the General Fund.
