This is a request for City Council to authorize the expenditure of funds for prisoner detention services from Maricopa County in an amount not to exceed $1,669,260 for fiscal year (FY) 2017-18.

Background

 

The Glendale Police Department has been using Maricopa County’s detention facility for over 50 years.  Although the Police Department has a detention facility, it is only deemed for temporary stays and is not permitted to hold misdemeanor defendants past 48 hours, due to the lack of shower facilities, laundry facilities, and a medical clinic, which are standards set by the Commission on Accreditation for Law Enforcement Agencies, Inc. 

 

The Police Department pays Maricopa County for housing inmates that are sentenced to more than 48 hours by Glendale City Court, or anyone held on charges for more than 48 hours waiting to see a judge.  The Police Department performs monthly audits on the invoices to ensure accuracy.  Maricopa County has the only detention facility in the county that has the ability to provide these services for the City of Glendale Police Department. 

Analysis

 

It is Maricopa County’s practice to distribute annual Jail per Diem Billing Rates for Cities and Towns, but not to enter into an intergovernmental agreement.  For FY 2017-18 the housing rate is $101.72 per day, and the booking rate is $325.65.  This is an increase from last year’s rates, and as seen in the information below, the billing rates have consistently climbed over the past four years.

The annual Police Department budget for Maricopa County prisoner detention services is calculated from a predicted number of bookings and per day use; however, the number can vary from month to month.  The annual budget amount has been increased annually to accommodate the anticipated rate increases from Maricopa County.  Staff is requesting Council authorize the expenditure of funds necessary for prisoner services from Maricopa County in FY 2017-18.

Previous Related Council Action

 

On May 24, 2016, Council authorized the expenditure of funds for prisoner detention services from Maricopa County in an amount not to exceed $1,369,260 for FY 2016-17.

 

Budget and Financial Impacts

 

Funding for these detention services is available in the General Fund and was included in the FY 2017-18 Police Department budget that will be presented to City Council for adoption.
