Purpose and Recommended Action
Recommendation

This is a request for City Council to waive reading beyond the title and adopt a resolution authorizing the City Manager to enter into a Development Agreement (DA) with Jacob F. Long, Trustee of the John F. Long Family Revocable Living Trust (JFLT) for the purchase of the north right of way and remnant parcel, the design and construction of the Bethany Home Road Extension.

Background

StoneHaven is planned as a 395 acre residential and commercial development located at the northeast corner of Camelback Road and 91st Avenue. A range of approximately 938 to 1,313 dwelling units are planned on 363 acres. Commercial shopping centers of 32.77 acres are also planned for this site.

Vehicular access will be provided via Bethany Home Road, 83rd Avenue, Camelback Road, 87th Avenue, 91st Avenue, Colter Street and Montebello Avenue. Bethany Home Road does not exist between 83rd Avenue and 91st Avenue. Through the development of StoneHaven, Bethany Home Road will be constructed by one contractor with the developer paying for the southern portion of the street and the City of Glendale paying for the northern portion of the street. Since the Grand Canal Linear Park abuts the north property line right-of-way will be acquired by the city to provide a full width street construction of Bethany Home Road in the future. When constructed as a full street, this will complete the arterial street network in this portion of the city.

The StoneHaven PAD (Planned Area Development) was approved and recommended to City Council by the Planning Commission on December 3, 2015.
