Purpose and Recommended Action
Recommendation
This is a request for City Council to authorize the City Manager to enter into a Linking Agreement with Black Box Network Services, in amount not to exceed $150,000, for the purchase of voice, video, and network wiring services through January 9, 2017. This cooperative purchase is available through an agreement between the State of Arizona and Black Box Network Services, contract ADSPO14-068784 with pricing available to the City of Glendale. The January 9, 2017 termination of the linking agreement is consistent with the termination of contract ADSPO14-068784.
Background
Black Box provides voice, video, and network wiring to the City of Glendale. In addition to normal voice, video, and network wiring maintenance, staff anticipates utilizing the services for staff relocation from the Glendale Family Advocacy Center and the planned telephone upgrade. The Linking Agreement ensures that the pricing, rights, responsibilities, and legal protections that benefit the State under the State's contract (ADSPO14-068784) with Black Box Network Services are also afforded to the City. This Linking Agreement will be in effect for the duration of the existing state contract and will apply to subsequent purchases from Black Box under this contract.
Cooperative purchasing allows counties, municipalities, schools, colleges and universities in Arizona to use a contract that was competitively procured by another governmental entity or purchasing cooperative. Such purchasing helps reduce the cost of procurement, allows access to a multitude of competitively bid contracts, and provides the opportunity to take advantage of volume pricing. The Glendale City Code authorizes cooperative purchases when the solicitation process utilized complies with the intent of Glendale's procurement processes. This cooperative purchase is compliant with Chapter 2, Article V, Division 2, Section 2-149 of the Glendale City Code, per review by Materials Management.
Analysis
Black Box has been the wiring vendor of choice for the city for a number of years. They offer a lifetime guarantee on all of the work performed and the hardware they install.
Community Benefit/Public Involvement
Purchasing from cooperative contracts provides both competitive and optimal pricing for equipment and services.
Budget and Financial Impacts
The FY14-15 Telephone Fund has budgeted approximately $18,800 for network and cabling services. The remaining amount beyond the current fiscal year expenditures may only be spent contingent upon Council budget approval and provides anticipated coverage for other departments as the needs arise. The total amount purchased against this contract, through January 9, 2017, will not exceed $150,000.
