This is a request for the City Council to waive reading beyond the title and adopt a resolution authorizing the City Manager to execute a wi-fi site license agreement between the City of Glendale and Salt River Project (SRP), for the installation of a wireless grid (wi-fi antenna) on 19 city-owned streetlight poles within public right-of-way.

Background
 
SRP contacted the city to request permission to expand its existing wireless grid network facilities in Glendale.  This license will allow SRP to install wi-fi antennas on 19 existing city-owned streetlight poles within public right-of-way. In-lieu of an annual license fee, SRP will install an additional 19 new in-fill street lights as shown in Exhibit D of the agreement.  This will result in enhancing the city's existing street light system. Salt River Project's infrastructure investment in the West Valley allows them to meet their current and future clients' service needs.
Analysis
 
·      There will be additional construction needed as a result of this action.
·      There are no costs incurred by the city as a result of this action.
·      The city will accept 19 new infill street lights a result of this agreement which will become part of the city's street lighting system.
·      The term of this license agreement is for 15 years.
 
Community Benefit/Public Involvement
 
SRP's infrastructure investment in Glendale allows them to enhance customer needs by streamlining service to Glendale residents.
Budget and Financial Impacts
 
SRP will design, construct, install and turn over to the city 19 new in-fill street lights at locations dictated by the city.  In addition, the cost of the new infill streetlights will be borne by SRP.  This will yield an estimated savings to the city of $190,000 ($10k per street light) in construction/installation costs.  The Streetlight Maintenance budget will increase by $140 per street light per year as installed and will be absorbed by the operating budget.
