Recommendation
This is a request for City Council to authorize the City Manager to enter into a construction agreement with Southwest Slurry Seal, Inc., in an amount not to exceed $1,450,825 for the Pavement Slurry Seal-Phase One project associated with the FY2014/2015 Pavement Management Program.

Background
The city has over 718 miles of paved arterial, collector and residential roadways, which represents an investment of over $1 billion in the street network based on replacement costs in today's economy. With the exception of minor street and concrete repairs (potholes, curb, and sidewalk) the city contracts for all other preventative maintenance and reconstructive roadway projects.
At the December 17, 2013 Workshop meeting, Council was updated on the city's annual Pavement Management Program. Staff provided Council with the proposed FY2014/2015 Pavement Management Program rehabilitation plan, which identified roughly 49.5 miles of residential, collector and arterial streets in the city to be improved/maintained by application of slurry seal, micro-seal, overlay, as well as approximately two miles of pavement reconstruction. The design phase for the FY2014/2015 Pavement Management program began in December 2014 and is currently underway by Ritoch-Powell and Associates. This is the first of four separate construction projects, two for pavement slurry treatments, one for pavement mill and overlay and one for reconstruction.
Analysis
The Pavement Slurry Seal-Phase One project for the FY2014/2015 Pavement Management Program provides for approximately 23 miles of surface slurry treatments on various residential and collector streets throughout the city. Specifically this project includes: crack sealing; application of slurry seal pavement treatments, various concrete and asphalt point repairs and thermoplastic restriping or repainting of pavement markings.
The Engineering Division opened bids for the FY 2014/20145 Pavement Management Program, Slurry Seal-Phase One project (project number 141513) on January 29, 2015. Five bids were received, with Southwest Slurry Seal, Inc., submitting the lowest responsive bid in the amount of $1,450,825. Staff anticipates issuing a Notice to Proceed mid-late April, with completion of this construction project before the end of June 2015.
Previous Related Council Action
On November 24, 2014, Council authorized a professional services agreement with Ritoch-Powell and Associates in an amount not to exceed $2,131,123.40 for design and construction administration services for the FY2014/2015 Pavement Management Program.
Community Benefit/Public Involvement
Well maintained infrastructure is an important element of strong neighborhoods and business corridors and is critical for the attraction of quality economic development.
Budget and Financial Impacts
Funds are available in the FY 2014-15 Capital Improvement Plan (CIP) Budget of the Public Works Department for the construction agreement with Southwest Slurry Seal, Inc., in an amount not to exceed $1,450,825.
