This is a request for City Council to authorize award of bid 16-40 and approve the expenditure of funds in an amount not to exceed $178,000 for the purchase of patrol rifles from Sionics Weapons Systems for the Glendale Police Department (GPD).

Background
GPD has identified the need for a new standard in patrol rifles. Currently, officers are authorized to carry a personal rifle, provided the officer has qualified with that weapon. While this was a considered a best practice when implemented, it is now viewed as less ideal than department owned and issued rifles. The standardization of patrol rifles will include utilizing one manufacturer, and ensure all department issued rifles contain identical equipment. This will establish consistency with the training and servicing of the weapons, while also maintaining the safety in the advanced weapons officers carry.
This new standardized rifle was selected on the basis of ergonomics, accuracy, and reliability. The GPD is in need of 120 fully outfitted rifles ready for deployment, which will allow the department to cover over one-third of the police force, once the officer is certified through rifle school. This will provide enhanced public and officer safety coverage for police operations.
Analysis
On March 17, 2016, the Materials Management Division published an Invitation for Bid (IFB) for police patrol rifles, IFB 16-40. Four (4) responses to the IFB were received and evaluated. Sionics Weapon Systems submitted the lowest priced, responsive and responsible offer meeting specifications.
