Purpose and Recommended Action
Recommendation
This is a request for City Council to authorize the City Manager to amend the software maintenance agreement C-8795 with TMMI - Technical Marketing Mfg Inc. - GE Intelligent Platforms (TMMI-GE) for the annual software maintenance for the Supervisory Control and Data Acquisition (SCADA) system and approve the expenditure of funds in an amount not to exceed $56,956.83 for the term of the amendment, and to authorize the City Manager, at his discretion, to extend the agreement for two additional one-year terms, in an amount not to exceed $176,047.86 over the next three years.

Background
Water Services SCADA system provides real-time data of operational performance to monitor and evaluate the operation of the water treatment plants, wastewater reclamation facilities, and remote sites for both the water distribution and wastewater collection systems. The software component of the SCADA system provides the electronic transmission of data between the main server and remote sites. TMMI-GE is the copyright holder of the current GE Intelligent Platform software.
Analysis
TMMI-GE is the sole provider of the software maintenance, upgrade and support services. No alternatives exist for vendor support of this software which is critical to the efficient management of the system. TMMI-GE ensures that issues are addressed with the technical expertise of the software developer and any required system updates are installed as quickly as possible.
Materials Management has reviewed and approved the sole source procurement request for TMMI-GE. The approval is based on compatibility with the existing equipment and unique service.
Previous Related Council Action
On December 18, 2014, Council approved the expenditure of funds in an amount not to exceed $57,363.98 for the annual software maintenance for the SCADA systems with TMMI-GE.
On February 11, 2014, Council authorized the City Manager to enter into an annual software maintenance agreement with TMMI-GE in the amount of $57,363.98 for the SCADA systems.
On January 22, 2013, Council authorized the City Manager to enter into a one-year software maintenance agreement with TMMI-GE in the amount of $60,450.80.
Community Benefit/Public Involvement
The SCADA system ensures system operation integrity and security in the delivery of high-quality water services to residents and businesses in Glendale.
Budget and Financial Impacts
Funding is available in the Water Services FY2015-16 operating budget. Annual budget appropriation thereafter is contingent upon Council approval. Total expenditures are not to exceed $176,047.86 for the remaining term of this agreement.
