This is a request for City Council to authorize the City Manager to amend the service agreement C-10591 with On Assignment Staffing Services, LLC dba Lab Support (Lab Support), to provide temporary laboratory technician staff, and approve expenditure of funds in an amount not to exceed $82,000 for service through September 30, 2016..body
Background
The current agreement for Lab Support provides temporary Laboratory Technician staff to fill a vacant position through April 30, 2016. We are requesting further extension of the agreement through September 30, 2016. The Laboratory Technician position functions as part of the Water Quality Laboratory. The Laboratory Technician collects samples of finished water and treated wastewater for chemical and microbiological analysis; prepares containers and equipment for sampling; and performs chemical inventories at the compliance laboratory facility. The Water Quality Lab has three Laboratory Technician positions; two positions are currently filled by permanent employees.
Analysis
On January 20, 2016, the City entered into an agreement for Lab Support to provide temporary laboratory technician staff to cover the vacant position through April 30, 2016. The City of Glendale Materials Management approved the use of this agreement as a special procurement. This amendment extends the service through September 30, 2016 when it is expected the vacant lab tech position will be filled by a permanent employee after a recruitment process.
Community Benefit/Public Involvement
Accurate sampling is a critical part of the job function of the Laboratory Technician. If a sample is not collected properly, the analytical result is invalid and could cause a notice of violation. This could result in resampling and public notification. Accurately processing microbiological and wet chemistry samples and data are necessary in order to correctly interpret water quality. Failure to accomplish these tasks could mean that the health and safety of the public is at risk. The Laboratory Technician assists the Water Quality Laboratory by assuring the compliance with the Safe Drinking Water Act (SDWA) and the Clean Water Act (CWA).
Budget and Financial Impacts
Funding is available in the Water Services FY2015-16 operating budget. Budget appropriation thereafter is contingent upon Council approval. Total expenditures are not to exceed $82,000 for the entire term of this agreement.
