Purpose and Recommended Action
Recommendation
This is a request for City Council to waive reading beyond the title and adopt a resolution authorizing the City Manager to enter into a one-year Memorandum of Understanding with the Arizona Department of Transportation Motor Vehicle Division (ADOT MVD) providing the City Court with a customer service kiosk offering public access to ADOT MVD online services.
If approved, the initial term of this MOU shall be effective upon execution by both parties and shall thereafter continue in effect for one year. Upon expiration of the one-year period, the parties may mutually agree to extend the term of the MOU for another one year or greater by entering into a joint letter of renewal. This is also a request for City Council to authorize the Presiding Judge to renew the MOU, at her discretion, for this additional term based on satisfactory performance.
Background
Among the many different types of cases that are filed and resolved at Glendale City Court are criminal misdemeanors and traffic violations committed in the City of Glendale. The adjudication of traffic violations and certain criminal misdemeanors frequently requires court customers to conduct business with the Arizona Department of Transportation Motor Vehicle Division. The Arizona Department of Transportation Motor Vehicle Division has agreed to provide a customer service kiosk to be installed at Glendale City Court at no cost to the City.
Community Benefit/Public Involvement
The customer service kiosk will provide users access to a variety of MVD online services including vehicle registration renewals, MVD records, duplicate driver licenses, registration tab replacements, duplicate vehicle registrations, driver license reinstatements, change of address, insurance verification, license plate refunds, voter registration, sold notices, license plate credits and vehicle fee recaps.
Local access to these services benefits the citizens of Glendale and beyond, as users will be able to perform certain driver license and motor vehicle transactions immediately at Glendale City Court without having to visit an offsite ADOT MVD service location. Greater convenience and cost savings will be realized for kiosk users who no longer will need to travel to another location to complete their ADOT MVD business. Many of these customers will already be at Glendale City Court conducting other related business.
If approved, City Court staff will work with Glendale’s Marketing/Communications Department to publicize this new service and maximize the available benefits to its citizens.
Budget and Financial Impacts
ADOT MVD will install the kiosk and furnish signage directing customers to the kiosk service area at no cost to the City. Glendale City Court will be responsible for one-time costs to purchase a router, modem and associated wiring, totaling approximately $972.
Additionally, the Court will be required to pay for ongoing broadband high-speed internet access at a cost of approximately $60 per month and annual router maintenance fees of approximately $76 per year
ADOT MVD shall be responsible for all maintenance costs, repairs and service of the kiosk. ADOT MVD shall also be responsible for supplying the specialized paper, which the Court shall use for restocking. ADOT MVD shall be responsible for supplying the printer toner cartridges when needed.
